[PoE 3.28] ELE CYCLONE Slayer Build - Ubers, Tanky, All Content - Build Guide for Path of Exile

Summary

  • Core Concept: A high-defense, high-damage Cyclone Slayer utilizing the “Inverted Elemental” mechanic and the Winds of Fate staff.
  • Key Interaction: Uses Screams of Desiccated with a Diamond Shrine to guarantee critical strikes, bypassing the 50% crit cap on Winds of Fate.
  • Defensive Layers: 89% maximum elemental resistances, 75%+ Attack/Spell Block, 1,700 Energy Shield with Divine Shield, Instant Leech, and 5 Endurance Charges.
  • Offense: Tri-elemental damage supported by Trinity and Invert Support, reaching 90-100 million DPS in the standard version.
  • Budget Friendly: Does not require expensive items like Voidforge or Mageblood; utilizes a Diamond Shrine belt which is typically lower demand.

About the 3.28 Cyclone Shockwave Slayer

This build introduces a new version of Cyclone made possible in 3.28. It reaches significant damage without massive investment while maintaining a high level of tankiness. The setup achieves:

  • 89% Elemental Resistances.
  • Capped Attack and Spell Block (up to 93% in aspirational versions).
  • Over 112k Elemental Max Hit and 600k eHP.
  • Zero mana cost for Cyclone, allowing for continuous spinning.
  • High movement speed via Replica Stampede or The Stampede.

Core Build Mechanics

To reach high damage without expensive uniques like Voidforge, the build utilizes three mandatory items:

  1. Winds of Fate (War Staff): Provides massive physical damage and global critical strike multiplier. It converts physical damage to a random element, allowing for 100% Trinity Support uptime.
  2. Screams of Desiccated (Belt): Used to obtain the Diamond Shrine effect. This effect guarantees critical strikes, which completely ignores the “Maximum Critical Strike Chance is 50%” downside of the Winds of Fate staff.
  3. Marylene’s Fallacy (Amulet): Offers massive global critical strike multiplier and Culling Strike. The “Less Critical Strike Chance” penalty is negated by the guaranteed crits from the Diamond Shrine.

Elemental Inversion

The build uses the new Invert Support (41% chance) combined with the Elemental Mastery (15% chance) to treat enemy elemental resistances as inverted. This is highly effective for tri-elemental builds, as it replaces traditional penetration with a mechanic that punishes high-resistance enemies.

Damage Sources and Scaling

The DPS is calculated through several layers:

  • Main Skill: Cyclone of Tumult linked with Shockwave.
  • Clear: Shockwave Support provides significant area-of-effect damage.
  • Single Target: General’s Cry linked with Ground Slam of Earthshaking to burst down Uber bosses.
  • Tinctures: A Prismatic Tincture can nearly double total DPS. Use it specifically against enemies that do not die instantly.
  • Auras: Hatred is the primary offensive aura, while the rest of the mana is reserved for defensive layers.

Best Item Stats and Priority

  1. Weapon: Winds of Fate (War Staff).
  2. Belt: Screams of Desiccated with the Diamond Shrine implicit.
  3. Amulet: Marylene’s Fallacy (ideally corrupted with +1% to all maximum Elemental Resistances).
  4. Boots: Replica Stampede or The Stampede with 170% or higher movement speed.
  5. Rings:
    • Look for Accuracy, Life, and Resistances.
    • “Physical Damage as Extra Fire Damage” (Essence mod) is highly recommended.
    • Use a Kalandra’s Touch to mirror your best ring and save costs.
    • The third ring (via Unseen Hand) should focus on attributes (Strength, Dexterity, Intelligence).
  6. Gloves: Prioritize “Increased Damage with Hits against Chilled Enemies,” Attack Speed, and Life.
  7. Tincture: Look for Elemental Damage and Melee Weapon Damage Penetration.

Reaching Block Cap and Fortify

  1. The Red Nightmare: Place this Crimson Jewel in the socket near the Prismatic Skin wheel.
  2. Tattoos: Use Fire Resistance tattoos on small nodes within the jewel’s radius to gain Block Chance per Fire Resistance.
  3. Fortify: Obtain the Overlord notable on a Large Cluster Jewel (Staff/Mace/Sceptre/Warstaff damage).

Cluster Jewels and Watcher’s Eye

  • Large Cluster Jewels: Focus on Overlord (for Fortify), Fuel the Fight, Feed the Fury, and Martial Advantage.
  • Watcher’s Eye:
    • Essential: +1% to Maximum Elemental Resistances while affected by Purity of Elements.
    • Optional: Damage mods for Hatred or Precision.

Max Resistance Checklist

To reach 89% maximum resistances, combine the following:

  1. Prismatic Skin (Passive Tree).
  2. Soul of Steel (Passive Tree).
  3. Anointed/Allocated Maximum Resistance nodes.
  4. Jewels: Search for jewels with “+2% to Maximum Fire/Cold/Lightning Resistance.” You can use Harvest crafting to swap between elements (e.g., swapping Max Lightning to Max Fire).
  5. Amulet Corruption: +1% Maximum Resistances.

Slayer Ascendancy and Bloodline

  • Slayer Points: Bane of Legends, Brutal Fervor (Leech), and Impact (AoE/Accuracy).
  • Note on Masterful Form: This is skipped in the standard version to keep the build budget-friendly, as Frenzy charge stacking is expensive.
  • Wildwood Bloodline (King in the Mist):
    • Unseen Hand: Grants a third ring slot.
    • Note: Utility flasks are disabled with this setup, but since the build relies on Tinctures and Shrines, this is a minimal downside.
